A Few Good Updates

I've made some changes around the site, hopefully to help things run smoother. These changes include:

-New Banner/Background

-New Website title, so it doesnt just say EE

-Allow comments on the insignia and member pages

-New submissions for guild insignia, from Shadatter and Jade_Supakusu
